It seems the dev updated it right after I posted.

In the resources\app\js\UI\CheatPanel\CheatPanelInit.js file open it in an editor.

And paste the below code overwriting the CheatPanelInit() code block. This will basically make it automatically show the CheatPanel on load. The dev is now trying to make it that you have to open his patreon to access the cheat panel.But this bypass should work for the latest free version here.
